In 2003, Holy Cross took a monumental step forward in how it makes decisions and accomplishes mission and ministry by making substantial changes and improvements to the Constitution & Bylaws. These changes initiated a governance and leadership model called policy-based governance. Policy-based governance is based on the following broadly-stated premise: Congregation driven, staff managed, Board of Trustees monitored and communicated.
